Thursday May 15, 2008 (theStar) - An opposition MP expressed dissatisfaction that emergency motions tabled to discuss the death of a national service trainee and the Internal Security Act were rejected by the Speaker.
M. Manogaran (DAP - Teluk Intan) said he was upset that there was no chance to debate both issues.
“If the death of a national service trainee is regarded as non-urgent to discuss in the Dewan, I do not know what else is urgent,” said Manogaran.
Manogaran was referring to Fong Po Kuan (DAP – Batu Gajah)’s emergency motion to debate the latest death of a trainee on Tuesday which was dismissed on the ground that it was not urgent.
Deputy Speaker Datuk Dr Wan Junaidi Tuanku Jaafar said although the trainees’ well-being was a matter of concern, the Government had already taken steps to improve the health and safety levels at the camps.
Earlier, M. Kulasegaran’s (DAP - Ipoh Barat) emergency motion related to the Internal Security Act (ISA) was also rejected by the Speaker.
Opposition Leader Datin Seri Dr Wan Azizah Wan Ismail, in a statement issued yesterday, also said her emergency motion to urge the Government to make the Lingam tape report public and to table the report in Parliament was also rejected.
She said that the motion should have been allowed if the Government was serious in restoring the integrity of the judiciary.

NS death - teenager’s family suing dept for negligence
KLANG, May 11 (theStarOnline) - The family of Too Hui Min, the national service (NS) trainee who died after complaining of constipation, is suing the NS Training Department for negligence.
“We believe it was more than constipation and we want justice for our daughter,” said Hui Min’s mother Chin Kwee Choo, 52.
“How can a healthy girl die all of a sudden like this?” she asked.
Hui Min, from Geo Kosmo NS Training Camp in Kuala Kubu Baru, died at Slim River Hospital on Wednesday at 10.45pm after complaining of constipation.
The distraught mother said that despite passing with flying colours in her SPM examination last year, Hui Min did not have big dreams. The 7As scorer only wished to be a tour guide.
“She has never been anywhere else except her own country,'' said Chin.
“It was her dream to travel overseas and experience the world by herself. Now, it will remain just a dream.”
Chin said she and her husband Jong Sing were not satisfied with the explanation that their daughter died of toxic megacolon.
“We want to know what happened,” she said during a press conference organised by Pandamaran state assemblyman Ronnie Liu here yesterday. Chin and her husband had sought help from Liu, who had arranged a lawyer for them.
The Selangor exco member joined other DAP voices in demanding that the NS programme be scrapped in view of the number of fatal cases, most of them involving girls.

NS trainee dies after upset stomach
National Service Training Department director-general Datuk Abdul Hadi Awang Kechil said Too Hui Min, 18, died on Wednesday at 10.45pm at the Slim River Hospital in Perak.
The teenager and 177 other trainees from the Geo Kosmo Camp in Kuala Kubu Baru, had chicken rice for lunch while training at the shooting range in Jugra Banting, Selangor. They arrived at the range at 1.45pm,
However, at 3pm, Too complained of an upset stomach and was checked on site by a paramedic on standby. Too, he said, was not allowed to continue with the shooting training and was given medication for wind.
She was then taken back to the camp before she was driven to the hospital.
"Too was the only one who suffered an upset stomach. We are quite puzzled as the rest of the trainees are fine.
"We convey our deepest condolences to the deceased's family. However, we are not taking this lightly and will conduct a thorough investigation. seterusnya.

RM10 mil suit filed against NS camp and Govt over death of trainee
KUALA LUMPUR, Sep 13 - The family of National Service trainee Mohd Rafi Ameer, who had died on Sept 1, has filed a RM10 mil suit against the Cheneh Cemerlang camp commandant and the Government,claiming he had died as a result of consuming food tainted with animal faeces,
His elder sister Jubaidah, 25, said the Kemaman hospital informed her on Aug 31night, just hours before Mohd Rafi died, that he had most probably eaten the contaminated food.
The former clerk is suing the commandant Lt Kdr Mohd Najib Lotpy Mat Nor and the government for negligence, resulting in the death of Mohd Rafi, who is the fourth of six siblings.
According to the statement of claim filed at the High Court registry here Thursday, Mohd Rafi had reported to the Cheneh Cemerlang camp in Kemaman on June 17 but had called home on Aug 24 complaining of fever and not being sent to any medical centre for treatment.
"After a week (Aug 31), he called home again. By then the deceased had complained of fever and swelling in the legs due to a fall during training. He said he had not been sent for treatment and was only given painkillers by the staff in the camp,'' Jubaidah said in the statement of claim.
She added that she then contacted an officer in the camp to find out the exact situation but was scolded. The officer, she said, told her that her brother was well and the camp management would do the necessary if the situation demanded it.
"After that, my brother again called home stating that his condition had deteriorated. His vision had become more blurred by then and everything he saw seemed yellowish.
"He was still not taken for treatment anywhere,'' she said.
Jubaidah said she called up the camp officer again and queried why her brother had been denied medical attention. She said that the officer still maintained that Mohd Rafi was well and did not need any treatment and forbade her from taking the deceased for treatment.
"He called me again after that saying that he was vomiting and in great pain. He pleaded for me to go to him as soon as possible. It was only at 10pm that night (Aug 31) that he was sent to the Kemaman hospital,'' she said.
Jubaidah said her brother managed to contact her at the hospital stating that he was already vomiting blood and had breathing difficulties. The hospital then informed the family that Mohd Rafi's condition was critical and his condition was most probably caused by consumption of animal faeces.
The hospital decided to transfer Mohd Rafi to the Tengku Ampuan Afzan Hospital in Kuantan at 9pm on Sept 1, but he died on the way there.
Jubaidah claims that the defendants were negligent, among others, in not providing a clean and safe environment in the camp.
At the courthouse yesterday, Jubaidah said her brother was reluctant to attend the NS training but was forced to do so.
She hopes that the suit will serve as a lesson to the authorities when handling similar cases in future.
Apart from the RM10mil, Jubaidah is also seeking an additional special damages of RM18,040 in the suit filed through M.K. Othman & Co. theStarOnline

KUANTAN (Bernama) 2 Sept — Seorang pelatih Kem Latihan Khidmat Negara (PLKN) Cheneh Cemerlang, Kemaman meninggal dunia dalam perjalanan ke Hospital Tengku Ampuan Afzan (HTAA) di sini malam tadi.
Mohd Rafi Ameer, 18, menurut kakak sulungnya, meninggal dunia pada pukul 10.30 malam tadi setelah mengadu demam sejak seminggu lalu.
Zubaidah, 25, yang ditemui di hospital itu berkata, adiknya menghubungi beliau di kampung mereka di Bukit Rotan, Kuala Selangor, Sabtu lepas mengadu yang dia demam dan kakinya bengkak sudah hampir seminggu sebab terjatuh semasa latihan.
Beliau mendakwa telah menghubungi pihak pengurusan kem itu bertanyakan mengenai adiknya tetapi telah dimarahi kerana alasannya pihak pengurusan boleh menjaga Mohd Rafi.
Zubaidah berkata, beliau menelefon semula kem itu malam tadi dan mendapat tahu adiknya telah dihantar ke Hospital Kemaman dan mengambil keputusan untuk ke sana pada pukul 8.30 malam.
Bagaimanapun ketika beliau menghubungi pihak hospital ketika dalam perjalanan, Zubaidah diberitahu yang Mohd Rafi telah meninggal dunia dalam perjalanan ke HTAA.
Katanya, Mohd Rafi adalah anak keempat daripada enam beradik dan mereka merupakan anak yatim piatu, tinggal bersama bapa saudara mereka di Kuala Selangor.
Ketua Pengarah Jabatan Latihan Khidmat Negara (JLKN) Abdul Hadi Awang Kechil ketika ditemui pemberita berkata, Mohd Rafi dimasukkan ke Hospital Kemaman semalam sebelum dirujuk ke HTAA.
“Sebab kematian perlu rujuk kepada pihak hospital dan kami sedang menunggu keputusan daripada bedah siasat yang dijalankan,” katanya.
Beliau berkata, satu jawatankuasa yang akan diketuai Timbalan Ketua Pengarah Sektor Operasi Latihan, Jamaluddin Masrin akan ditubuhkan bagi menyiasat kes berkenaan termasuk aduan keluarga Mohd Rafi selain menyiasat latar belakang pelatih berkenaan sama ada telah melapor sebarang kesakitan semasa latihan di kem berkenaan.

Survey Respondents Say No To Segregation At NS Camps
The study involved 44,000 respondents comprising NS trainees, parents, trainers and camp staff, he told reporters after chairing the MLKN meeting here today.
Lee said the council decided that the segregation proposal was not practical as the main aim of the NS programme was to create understanding between gender and race.
"It won't be a good move as it won't help to bring about better understanding between male and female. We have to get boys to respect the girls and girls to respect the boys," he added.
Lee also said that 30,516 trainees would be moving to their respective training camps starting June 16.
He added that MLKN was in discussion with the Health Ministry to station 240 medical assistants, 160 nurses and 50 ambulances at the camps.

SEREMBAN 6 Mei – Majlis Latihan Khidmat Negara (MLKN) menolak cadangan sesetengah pihak supaya diwujudkan kem Program Latihan Khidmat Negara (PLKN) berasingan antara pelatih lelaki dan wanita.
Pengerusinya, Tan Sri Lee Lam Thye berkata, cadangan tersebut turut mendapat bantahan daripada kebanyakan ibu bapa yang menyifatkannya sebagai tidak praktikal dengan realiti kehidupan masa kini.
‘‘Bagi saya ia tidak praktikal dan tidak sesuai kerana apabila pelatih keluar kelak, mereka akan melanjutkan pelajaran atau mencari pekerjaan yang secara langsung memerlukan mereka berinteraksi dengan orang yang berlainan jantina,” katanya.
Beliau berkata demikian kepada pemberita selepas mengadakan lawatan sempena Hari Terbuka Kem Seri Perkasa Mantin di sini hari ini.
Lam Thye berkata, beliau telah berbincang dengan Ketua Pengarah Jabatan Latihan Khidmat Negara (JLKN), Abdul Hadi Awang Kechil mengenai isu itu termasuk bantahan daripada ibu bapa.
Beliau berkata, Abdul Hadi akan menyediakan kertas maklumat mengenai sebab-sebab cadangan tersebut tidak perlu dilaksanakan yang akan dibentangkan pada mesyuarat MLKN bulan depan.
Dalam pada itu, Lam Thye berkata, tarikh tutup penyertaan sukarela dalam PLKN bagi pelajar yang lahir pada 1989 ialah sebelum 3 Jun depan.
Katanya, mereka akan diserap ke dalam kumpulan tiga siri keempat mulai Jun ini setelah tidak terpilih bagi kemasukan kumpulan dua yang sedang menjalani latihan sekarang.
Beliau berkata, terdapat kira-kira 1,000 pelatih secara sukarela menulis surat kepada MLKN untuk menyertai PLKN tahun lepas.
‘‘Tarikh tutup penyertaan sebelum 3 Jun itu diberi bagi membolehkan kita mengemaskini maklumat peserta kira-kira dua minggu sebelum hari pendaftaran,” katanya.

Semah Mat Ali, 52, claimed that her daughter Norliza Yusuf, 17, who is undergoing training at the camp, was allowed to visit her father, Yusuf Awang, 58, only for several hours last Saturday (April 21) when he was dying from stroke in Universiti Sains Malaysia Hospital (HUSM) in Kubang Kerian and breathed his last on Monday (April 23).
This, she said, was despite the family producing a letter from the doctor to verify Yusuf's condition, which they (camp administrators) said to be incomplete.
"When her father died, Norliza was also allowed to leave the camp for only a few hours and told to return after that for several reasons, although the distance between our house and the camp is only about 30 minute's drive," she told Bernama when met in her Kampung Gong Chenggal house, here today.
She said one of the reasons given was their (camp administrators') fear that something untoward might happen to Norliza during the duration of her NS training at the camp.
Semah said Norliza, who is the fifth of six siblings, was very close to her father and was the one to bathe and feed him since she (Semah) had to go out to work in a tobacco farm in Tok Bali for income to support the family.
Norliza's sister, Norihan, 29, also regretted the treatment by the camp administrators.
"Imagine how devastated she felt being the only one in the family who was not at our father's bedside when he breathed his last," she said.
She said the NS camp administrators should exercise compassion in such a situation.
"What saddened us more was when the camp administrators turned down my appeal for my sister to be given a few days leave even when I submitted our father's death certificate," she added. sun2surf

All-girl camp ‘unrealistic’
RAUB, March 26 - The proposal of an all-female national service camp might not get everyone’s support as it would create an “unrealistic situation”, said Deputy Prime Minister Datuk Seri Najib Tun Razak.
He said one of the aims of national service was to allow youths of both sexes to integrate to encourage better understanding and mutual respect.
However, Najib said the Government was waiting for a formal proposal on the matter from the National Service Training Council.
“We can only make a decision once we have studied it,” he told reporters here.
On the Machap by-election, Najib said he was confident that the Barisan Nasional candidate would do well.
“We won in three other by-elections and the last one at Batu Talam. We are confident we will win again in Machap,” he said.
On newspaper reports about the arrest of a Malaysian in the United States for alleged involvement in al-Qaeda-linked suicide bombing, Najib said he had yet to receive any information.
“I believe they will contact our Foreign Affairs Ministry soon and we will look into the matter once we know the full details,” he said. theStarOnline

No Decision Yet On All-female NS Training Camps, Says Najib
The Deputy Prime Minister said not all parties would agree to the proposal by the National Service Training Council.
"The proposal has not been conveyed to me officially. Wait until I receive it from the council before we make a decision.
"But I am aware not everybody will support the proposal as many people feel segregating the trainees will create an unrealistic environment," he told reporters after attending a meet-the-people session at Kampung Sega Tat.
"One of the qualities we should have in managing ourselves in the company of the opposite sex is mutual respect and understanding," said Najib, who is also Defence Minister.
He was commenting on the statement by National Service Training Council chairman Tan Sri Lee Lam Thye that the council had proposed to the government to set up an all-female NS camps to prevent risks on female trainees.
Asked to comment on a report that a Malaysian held at the Guantanamo Bay Camp was an Al-Qaeda suicide bomber, Najib said he would seek further information on the matter from the Foreign Ministry.
A foreign news agency reported yesterday that the US military claimed Mohammed Farik Amin Zubair detained at the camp channelled RM190,000 to be used in the J W Marriot Jakarta Hotel bombing in 2003.
Asked whether the US had conveyed the information to Malaysia, Najib said: "If there is such information, the Foreign Ministry will handle it. I will check whether the US had informed our embassy."
Asked whether Malaysia would seek Mohammed Farik's extradition, he said: "I want to see the facts first."

Injured NS Trainee Hopes For Fast Recovery
Asila Latin Husma Abdul Basir, 17, from Pasir Mas who injured her back during one of the physical session of the programme last Feb 23 said she accepted what had happened to her as an accident.
"At about 7.15 am that morning, the other trainees and I were doing our physical training. My back felt numb after the session but I still managed to walk to my room," she told reporters at Universiti Sains Malaysia Hospital in Kubang Kerian here Sunday.
Asila's back pain worsened later that day until she could not get up from her bed. She was then sent to Manjung Hospital for treatment, and later transferred to Ipoh Hospital where she was informed by the doctor that her injury was critical. She was transferred to the current hospital last Friday.
Meanwhile, her father Abdul Basir Abdul Rahman, 46, said he accepted what happened to his first-born, and hoped she would recover soon.
"The doctors here did not tell me anything about Asila's condition but the one in Ipoh did mention that there was a swelling on the back of her hips," he said.
Abdul Basir said Asila, the eldest of two siblings, now has back pain and could only lie down with both of her feet appearing swollen.
"We hope she gets well soon as Asila really wants to continue her studies after her Sijil Pelajaran Malaysia results is announced soon," he said.
Universiti Sains Malaysia Hospital Director Dr Zaidun Kamari when contacted said that the hospital was still treating Asila.

Reports On NS Trainees Death Overblown, Says Health Minister
He said the number of deaths in the programme was comparatively small.
"While we are very sympathetic over the deaths, we feel that the reporting should not be overblown.
"From 2004 to 2007, about 240,000 NS trainees underwent the courses with only eight deaths. In other words, with a population of 240,000, the rate of death is in fact much smaller than that in the general population," he told reporters after attending the MCA Central Committee meeting here today.
Chua said that under normal circumstances, the mortality rate of those aged between 17 and 18 years in this country was 1 in 1,000 persons.
Prema Elenchelian, 18, was the latest trainee reported to have died while undergoing NS training.
She was found dead after falling in the Kisana Beach Resort camp's toilet in Pasir Putih, Kelantan, on Wednesday.
Prema's death brought to 12 the number of trainees who have died since the programme began in 2004. However six of the 12 died outside the camp during their breaks or visits to their homes.
On the call for mandatory health check-ups on trainees, Chua said the ministry had a meeting on the matter with NS Training Council chairman Tan Sri Lee Lam Thye on Monday.
He said illnesses of trainees could only be detected in a medical examination if they were easily identified.
A medical examination could pick up illnesses which could occur during training, he added.

PASIR PUTEH 28 Feb. – Seorang pelatih perempuan Program Latihan Khidmat Negara (PLKN) dari Kem Kisana Beach Resort dekat sini mati selepas tergelincir di dalam tandas ketika menjalani latihan di Hutan Lipur Jeram Linang dekat sini awal pagi ini.
Prema Elenchelian, 18, dikatakan tergelincir lalu tersembam ke lantai yang ditakungi air sebelum ditemui oleh rakannya dalam keadaan tidak sedarkan diri kira-kira pukul 2.30 pagi.
Ketua Pengarah Jabatan Latihan Khidmat Negara (JLKN), Abdul Hadi Awang Kechil berkata, mangsa yang berasal dari Batu 9, Cheras, Selangor dipercayai pergi ke tandas seorang diri.

“Rakan mangsa kemudian memanggil jurulatih yang bergegas menghantar mangsa ke Hospital Tengku Anis di sini untuk menerima rawatan namun disahkan meninggal dunia kira-kira sejam kemudian,” katanya ketika ditemui pemberita di tempat kejadian di sini hari ini.
Turut hadir ialah Komander PLKN Kem Kisana Beach Resort, Mejar Zulkarnain Abdullah dan Komander PLKN Kem Cancun Park di Pasir Mas, Leftenan Kolonel Che Bakar Mohd. Arifin dan bapa mangsa, R. Elenchelian, 44.
Menurut Abdul Hadi, hasil bedah siasat mendapati mangsa yang pernah diserang sawan itu tidak dapat bernafas akibat tertelan banyak air yang bertakung di dalam tandas tersebut.
Abdul Hadi memberitahu, mangsa merupakan salah seorang pelatih kumpulan 1 siri keempat bagi tahun ini yang ditempatkan di Kem Kisana Beach Resort di sini bersama 401 pelatih lain termasuk 218 perempuan.
Semua pelatih dihantar ke Hutan Lipur Jeram Linang sejak semalam bertujuan meneruskan latihan Wira Jaya meliputi membaca peta dan aktiviti lasak untuk meningkatkan keyakinan diri di samping memupuk kerjasama di kalangan mereka.
Sementara itu, Abdul Hadi telah memaklumkan kejadian itu kepada Timbalan Perdana Menteri, Datuk Seri Najib Tun Razak di Jeddah, Arab Saudi dan beliau mengucapkan takziah kepada keluarga mangsa.
Abdul Hadi memberitahu, pihaknya turut menyerahkan RM3,000 kepada keluarga untuk urusan pengkebumian manakala Ahli Dewan Undangan Limbongan, Zainuddin Awang Hamat menyumbang RM500.
Sumbangan awal itu sebahagian daripada pampasan insurans berjumlah RM35,000 yang akan diterima waris pelatih kelak.
Abdul Hadi berkata, pihak JLKN akan meneruskan latihan Wira Jaya yang akan dipantau dari semasa ke semasa bagi mengelakkan berlakunya kejadian yang tidak diingini.
“Kami tidak berhasrat untuk membatalkan program yang diperkenalkan sejak 2004 ini kerana semua program yang dilaksanakan memberi impak besar kepada semua pelatih,” katanya. Utusan Malaysia

Najib Extends Condolences To NS Trainee's Family
National Service Training Department director-general Abdul Hadi Awang Kechil said Najib, who was currently abroad, had conveyed the message through him over the phone.
He was speaking to reporters after handing over RM3,000 to the victim's father Elenchelian a/l Ramasamy, 44, at Hospital Tengku Anis, here Wednesday.
"The money is contributed by the insurance company which is under the auspices of the NS training programme to help the family of the deceased," he said.
Prema, one of 402 trainees comprising former students of Sekolah Menengah Cheras, Batu 11, died after being found unconscious in a public toilet at the Jeram Linang recreational area, near here. She was found in a seating position with her head bent downwards by a NS instructor.
The trainees from the camp were undergoing training at the recreational area since Tuesday.
Prema, 18, was said to be complaining of stomach ache shortly after dinner.
She was confirmed dead by a doctor who treated her at Hospital Tengku Anis at 3.30am.
Limbongan state assemblyman Dr Zainuddin Awang Hamat donated RM500 to her family.
Meanwhile, Elenchelian told reporters that before joining the National Service training, Prema, the eldest of four siblings, did not suffer from any chronic disease.
Arrangements were being made by the NS programme for her burial in her hometown, Cheras, Selangor.
Meanwhile, Abdul Hadi said despite the incident, the Hutan Wira Jaya training, which was compulsory for each NS trainee, would not be cancelled, but would instead be closely monitored for their safety.
The training would allow them to be resilient and strong both physically and spiritually, he told reporters at the hospital morgue.
"Each time the training is held, we have to conduct three stages of monitoring to ensure the participants' safety," he said.
At the same time, Abdul Hadi said the NS programme would review the safety level of each area to be used for training in future.
On the incident, Abdul Hadi said the cause of Prema's death would only be known following an investigation by a forensic team from Kuala Lumpur.

National Service Trainee Dies
MELAKA, Jan 18 (Bernama) -- A National Service (NS) trainee, Iliameera Azlan, 17, died Thursday as she was being rushed to the Melaka Hospital after experiencing breathing difficulty at the Ayer Keroh training camp.
Melaka Police Chief Datuk Ayub Yaakob said that based on an initial report, no foul play was suspected in the death of Iliameera, of Taman Tuanku Jaafar in Seremban.
However, an investigation will be carried out from every aspect, said Ayub, who visited the camp where the trainee was attached to.
"A preliminary investigation showed that Iliameera had not undergone any heavy physical activity the previous night, and she did not have any record of a health problem," he added.
Iliameera reportedly did not wake up at 5.30 am as required and when found at 6.30 am having breathing difficulty, the instructor of the camp rushed her to the hospital. She is believed to have died on the way to hospital.
Melaka Hospital Director Dr Abu Bakar Mohamud, when contacted, declined to disclose the cause of death after the post-mortem.
"We have carried out various "sample" tests and further tests will be conducted before we send a report to the Health Ministry," he said.
Iliameera's father, Azlan Jaafar, 46, said he and his wife rushed to Melaka after being informed about his daughter's condition.
"My daughter was healthy; she was healthy before coming here. She said she was happy at the camp. Suddenly, today we receive a call that she has died," he said, still in shock.
He said he last met his daughter on Jan 7 and that she was scheduled to go for a job interview on Jan 27.
Iliameera was a student of Sekolah Teknik Tuanku Jaafar, and was waiting for the results of her Sijil Pelajaran Malaysia (SPM) examination.
Her remains were taken back to her house for burial at the Dol Said Muslim cemetery in Sikamat.
National Service Training Department Director General Abdul Halim Abdul Hamid, who was at the hospital, handed to Azlan RM3,000, which is part of the insurance payment.
