Raja Nazrin: Those With Shady Past Shouldn't Be Leaders

KUALA LUMPUR, July 31 (Bernama) - Those with a chequered past or clear evidence of questionable morality should be prevented from taking office, Perak Raja Muda Raja Nazrin Shah said Tuesday.

He said this was integral to good governance, one of the three major themes of the works of the late Prof Syed Hussein Alatas, a renowned sociologist and intellectual.

"Figures in authority must be chosen for their integrity first and qualifications second," he said during his inaugural lecture to commemorate the legacy of Prof Syed Hussein Alatas entitled "Towards a Decent Social Order for All Malaysians", at the Islamic Arts Museum here, Tuesday.

He said the battle against corruption had always been top priority for Prof Syed Hussein, who published four books on the topic from as early as 1968.

Also present was his wife, Raja Puan Besar Perak, Tuanku Zara Salim, Albukhary Foundation executive vice-chairman Datuk Ismail Yusof and Syed Hussain's son, associate prof Syed Farid Alatas.

Raja Nazrin said corruption was mankind's most deadly social disease, as it could undermine good governance, weaken institutional foundations, distort public policy, compromise the rule of law and constrain the economy.

He said corruption curbed competitiveness to the detriment of economic and social development, led to tremendous misallocation of resources, and made the cost of doing business become unacceptably high.

"Corruption exists because of man's enduring desire for personal gain.

"Once corruption becomes widespread, it will no longer seem immoral and unlawful - just business as usual," he said.

He said there must be concrete anti-corruption measures and management practices based on efficiency, transparency and accountability. more in Bahasa

KOTA BARU, 28 Julai (Bernama) - Tuduhan rasuah dan dakwaan salah guna kuasa terhadap Ketua Polis Negara Tan Sri Musa Hassan dan bekas Ketua Pengarah Badan Pencegah Rasuah (BPR) Datuk Seri Zulkifli Mat Noor sebelum ini membuktikan blog disalahguna untuk menyiarkan fitnah yang keterlaluan.

Menteri di Jabatan Perdana Menteri Datuk Seri Mohamed Nazri Aziz berkata penulis blog sepatutnya lebih bertanggungjawab dalam laporan mereka dan bukannya berniat semata-mata untuk menjatuhkan pemimpin dan kerajaan.

"Fitnah penulis blog kalau tidak disekat akhirnya akan menyebabkan rakyat hilang keyakinan terhadap kerajaan dan sebab itu penulis blog perlu bertanggungjawab dalam laporan," katanya selepas merasmikan persidangan Perwakilan Umno Bahagian Kota Baru di sini, hari ini.

Mohamed Nazri berkata demikian sebagai mengulas kenyataan Peguam Negara Tan Sri Abdul Gani Patail semalam yang mengarahkan siasatan BPR terhadap Musa ditutup kerana tiada apa-apa keterangan yang boleh mengaitkan Musa dengan tohmahan itu manakala bagi Zulkifli, tiada unsur-unsur jenayah ditemui mahupun dalam bentuk amalan, perlakuan ataupun peninggalannya, ataupun penyalahgunaan kuasa. Najib: AG satisfied there's no need to prosecute Johari

KUALA LUMPUR, July 12 - The Attorney-General made the decision to close the graft case against Deputy Internal Security Minister Datuk Johari Baharum because he was satisfied that there was no need to prosecute him.

“If the AG has come to such a decision, it is because he is satisfied that thorough investigations have been carried out and he finds there is no need to proceed with a prosecution,” Deputy Prime Minister Datuk Seri Najib Tun Razak said on Thursday.

Najib also pointed out that in the Malaysian judiciary system, it was the AG who had the final say on whether a case should be brought to court.

On Johari’s statement that his life had not be peaceful since the allegation surfaced that he had received RM5.5mil bribe to release several criminals detained under the Emergency Ordinance, Najib said: “I hope he is now relieved.”

Attorney-General Tan Sri Abdul Gani Patail ordered the ACA to cease its investigations on Johari after the agency was unable to find any statement to link the deputy minister to the alleged offence.

Najib to find out more details on allegations against IGP

PEKAN, July 1 - The Deputy Prime Minister’s office will find out more details on allegations that Inspector-General of Police Tan Sri Musa Hassan accepted bribes and of his alleged involvement with underworld figures.

Datuk Seri Najib Tun Razak said he was not aware of the postings on a website involving the country’s top police officer.

“I don’t know about the allegations. Let me check,” he told reporters after attending the ground-breaking ceremony of the Universiti Malaysia Pahang’s permanent campus in Kuala Pahang, near here, yesterday.

On Saturday, Deputy Internal Security Minister Datuk Mohd Johari Baharom was quoted by a local Malay daily as having said that the Anti-Corruption Agency (ACA) was free to investigate Musa over the allegations.

He said ministry secretary-general Tan Sri Abdul Aziz Yusoff would monitor developments.

Mohd Johari added that he too had been investigated over allegations of accepting RM5mil in bribes to release three men detained under the Emergency Ordinance.

The ACA has since completed investigations into Mohd Johari’s case and submitted its findings to the Attorney-General’s Chambers.

On a separate matter, Najib said he hoped all Umno divisional meetings would proceed smoothly.

He said he was optimistic about this, based on recently concluded branch meetings which had gone on uninterrupted in accordance with the party’s constitution.

“We hope that there will not be any unpleasant episode that requires the Umno disciplinary board to take action,” he said. theStarOnline

PUTRAJAYA, Sat, June 30 - Former Parti Keadilan Rakyat stalwart Ezam Mohd Noor yesterday handed over a thick document to the Prime Minister’s Office, alleging corruption against a minister.

Ezam, who now heads Gerak, a movement for democracy and anti-corruption, brought the 632-page document at 10.30am to support the allegations of corruption and criminal breach of trust. He was accompanied by several supporters.

Speaking after handing over the document to the prime minister’s senior private secretary, Ahmad Yaacob, Ezam said the document comprised two police reports lodged against the minister in 1998, statements from the Malaysian Commission of Companies, receipts and payment invoices amounting to millions of ringgit.

Gerak, he said, would leave it to Prime Minister Datuk Seri Abdullah Ahmad Badawi to reveal the identity of the minister concerned as "it involves a serving minister and not a former minister".

Malaysia's Mahathir: Fire Trade Minister

KUALA LUMPUR, Malaysia, May 10 (AP) - Former leader Mahathir Mohamad has called for Malaysia's long-serving trade minister to be sacked, claiming she was abusing her power and undermining affirmative action policies for the ethnic Malay Muslim majority.

Mahathir, who appointed Rafidah Aziz as trade minister in 1986, reiterated that Rafidah's ministry has allowed a select few well-connected Malay businesses to import cars at cheap prices, according to an interview published Thursday by Malaysiakini.com, an independent news Web site.

Asked how such abuses could be curbed, Mahathir said, "Very simple. Remove the minister."

Rafidah has repeatedly denied allegations by Mahathir and opposition leaders that the ministry has allowed corruption to fester in its policy of issuing car import licenses, known as "approved permits," or APs.

The APs are given only to Malay companies as part of the country's affirmative action policy.

"When the ministry gives thousands of APs to one person, knowing full well that person is selling the APs (to unauthorized agents), that is aiding and abetting abuse" of affirmative action policies, Mahathir told Malaysiakini.com.

The decades-old import license program is meant to help poor ethnic Malays break into the auto industry to catch up with the economically dominant Chinese minority.

Mahathir, who retired as prime minister in 2003 after 22 years in power, has over the past year made repeated attacks on his hand-picked successor, Abdullah Ahmad Badawi, and other Cabinet ministers. But Rafidah has been his choice target.

In his interview with Malaysiakini.com, Mahathir expressed bitter disappointment about how government ministers have treated him following his retirement.

"When I stepped down, I thought I was going to have a good time being at social meetings with these people. Maybe they might even ask me my opinion," Mahathir said.

"But the moment I stepped down, I was cut off dead. They don't see me at all. From the first day, I was shocked. I thought these were my friends."

Mahathir also said it is time to dismantle parts of the affirmative action policy, known as the New Economic Policy, or NEP, for shortcomings.

"I think we should restudy it because there are certain weaknesses that have to be corrected. There are still certain areas where you have to preserve this affirmative action and certain areas where we should discard (it)," he said, without elaborating.

"Wholesale withdrawal of the NEP, I think, is not a good idea at all," he said, pointing out that the policy was responsible for uplifting many Malays, who came from villages with little opportunities and ended up being successful professionals and businesspeople. AP

Malaysia's government dismisses graft allegation in defense contracts

KUALA LUMPUR, April 26 (AP) - Malaysia's defense ministry on Thursday dismissed allegations of corruption in its purchase of Russian aircraft and French submarines, saying no hefty commissions were paid to middlemen.

In a three-page statement, the ministry said it wanted to put a stop to accusations that it misled the public about a €1 billion deal to buy three submarines in 2002 and a US$900 million contract to purchase 18 Sukhoi Su-30MK fighter aircraft the following year.

Opposition figure Anwar Ibrahim has claimed that Deputy Prime Minister Najib Razak, who is also defense minister, is corrupt and that massive commissions were paid to facilitators in the two deals.

The ministry statement comes ahead of a crucial by-election Saturday that is seen as a test of support for the ruling National Front coalition. General elections are expected late this year or in early 2008.

The National Front faces a tough challenge from the People's Justice Party, led by Anwar's wife.

Najib has denied any wrongdoing and the Ministry of Defense statement Thursday backed him up, saying all contracts were subjected to austere reviews and approved by the finance ministry.

It said accusations that it paid a 540 million ringgit (US$154 million; €129 million) commission in the submarine deal to local firm Perimekar Sdn. Bhd. were "baseless."

Perimekar has a six-year contract worth €114.96 million (US$138 million) to provide support services to French company but this doesn't constitute a commission, it said.

In the aircraft deal, it said Russian state company, Rosoboronexport, directly appointed a local company to coordinate their dealings in the country and this has nothing to do with the government.

Anwar has called for a thorough investigation into the aircraft deal, alleging that US$108 million (€84 million) in commissions were paid to IMT Defence Sdn. Bhd.

The defense ministry said it "hopes that all parties will understand the real situation and will not make any more confusing statements that could stir up negative perception" toward the ministry and the government.

KUALA LUMPUR (April 23, 2007) - Parliamentary Opposition Leader Lim Kit Siang says Election Commission (EC) chairman Tan Sri Abdul Rashid Abdul Rahman is defending the indefensible when he tries to dispel the general perception that the EC is unfair, not independent and non-transparent in discharging its duties.

"The EC's record is a history of unmitigated and abysmal failure to conduct free, fair, transparent and clean elections and the 'sins' of the EC are long and ignominious," he said.

Lim asked how the EC could claim to have conducted fair and transparent elections in the past and now with the following long outstanding issues:

* Opposition parties not allowed to send polling agents to supervise the casting of postal ballots by police and security forces;

* The huge presence of 'phantom' voters;

* Inability to include all eligible voters in the electoral roll as there are at present 4.9 million eligible but unregistered voters;

* Prohibit unfair, dishonest and one-sided media coverage, whether print, radio or television during election campaigns, such as "below-the-belt" and unethical cartoons, write-ups, broadcasts and telecasts and the "fear and scare" advertisements against the Opposition;

* Prohibit money politics, not only by candidates but also by political parties;

* Prohibit abuse of government resources and funds during election campaigns;

* Short election campaigning periods that disadvantges the Opposition; and

* Abuses by the 'caretaker' government in allocating funds and giving election promises with regard to development projects and misappropriating public funds for party election campaigning, such as travelling and other misuse of public resources.

Speaking to reporters in Parliament lobby today, Lim asked whether the EC was prepared to establish its independence, professionalism and commitment to its constitutional mandate to conduct free, fair and clean elections by speaking out against all the issues. sun2surf

JITRA 21 April – Datuk Mohd. Johari Baharum meminta Badan Pencegah Rasuah (BPR) menyelesaikan segera kesnya yang didakwa menerima sogokan RM5 juta bagi membebaskan penjenayah yang ditahan mengikut Ordinan Darurat.

Timbalan Menteri Keselamatan Dalam Negeri itu berkata, beliau berharap badan tersebut tidak melengah-lengahkan kes berkenaan dan bertindak segera membersihkan nama beliau jika tiada pertuduhan.

Menurut beliau, meskipun kes berkenaan tidak mengganggu tugas sehariannya, namun ia telah menjejaskan kelancaran kehidupan peribadi beliau termasuk terpaksa berdepan dengan pelbagai khabar angin yang tidak elok.

“Saya bukan senang, mana-mana saya pergi pun wartawan ikut. Pukul 1 pagi pun ada orang telefon. Dalam masa sebulan ini kira azablah bagi saya.

“Siasatan sudah selesai, jadi (BPR) patut umumkanlah. Saya nak buat kerja pun senang sikit,” katanya kepada pemberita selepas merasmikan Mesyuarat Agung Tahunan Kali Ke-5 Persatuan Pegawai-pegawai Masjid Negeri Kedah Cawangan Kubang Pasu di Dewan Utama Pejabat Daerah Kubang Pasu di sini, hari ini.

Pada 4 Mac lalu, Mohd. Johari menafikan dakwaan kononnya beliau menerima sogokan itu tetapi mengaku membebaskan beberapa tahanan selepas meneliti laporan polis dan saksi bebas serta menerima pandangan Penasihat Undang-undang Kementerian Keselamatan Dalam Negeri.

Pada masa yang sama, beliau membidas pihak polis kerana tidak mengikuti prosedur dalam menyerahkan fail-fail berkaitan tahanan Ordinan Darurat dan juga kelemahan polis dalam mengemukakan bukti kes sehingga menyebabkan suspeks tidak dapat didakwa di mahkamah.

Semalam, Pemangku Ketua Pengarah BPR, Datuk Ahmad Said Hamdan berkata, BPR telah menyelesaikan siasatan awal mengenai kes itu dan menyerahkan kepada pihak pendakwaan untuk tindakan selanjutnya.

Mohd. Johari berkata, beliau telah memberikan kerjasama yang penuh dan telah menjawab semua soalan yang dikemukakan oleh BPR ketika disiasat oleh badan itu baru-baru ini.

Oleh itu katanya, badan itu sepatutnya mengumumkan hasil siasatan itu secepat mungkin bagi memudahkan beliau membuat sebarang tindakan.

Bagaimanapun Ahli Parlimen Kubang Pasu itu mengakui beliau berasa agak berdebar-debar menunggu keputusan siasatan berkenaan.

PENANG, April 21 - The Anti-Corruption Agency (ACA) has submitted a report on its graft investigations against Deputy Internal Security Minister Datuk Mohd Johari Baharom to the Attorney-General’s Chambers.

“I have no further comments. We have completed our preliminary investigations,” ACA acting director-general Datuk Ahmad Said Hamdan told reporters after closing a ACA-media forum here yesterday.

The investigations centre on claims that Mohd Johari had allegedly received RM5.5mil for the release of criminals detained under the Emergency Ordinance.

Earlier, Ahmad Said said the ACA would set up a special committee with the mass media to streamline news reports on graft cases.

He said the committee would discuss “suitable approaches” in reporting corruption cases.

“The committee will also look into ways to educate the public via anti-corruption campaigns,” he said.

Ahmad Said said the committee was necessary as the media often faced challenges in obtaining accurate and credible information from the agency.

“This has sometimes caused friction between both parties. Probably, they are unclear about each other’s job scope.

“Through such forums and the special committee, we can promote better co-operation,” he added.

Penang ACA director Jaafar Mahad said this year the state ACA received139 tip-offs, which resulted in the arrest of 10 persons including six civil servants.

“Last year, we received 531 tip-offs which led to 27 arrests,” he said. theStarOnline

Sarawak CM to sue Malaysiakini

Malaysiakini (excerpts - see full reporti) - Sarawak Chief Minister Abdul Taib Mahmud has demanded malaysiakini to remove several articles concerning accusations of corruption allegedly linked to him and his family.

In the letter which was hand-delivered late yesterday to the malaysiakini office in Kuala Lumpur’s Bangsar Utama, Taib identified eight articles which he claimed were defamatory.

It stated that the published articles “amount to a very serious libel” against Taib and has caused him “considerable distress and embarrassment”.

“These baseless allegations have lowered our client’s reputation in the estimation of the public and exposed him to hatred, contempt and ridicule.”

“All the allegations made against our client are false and your attack against our client is wholly unjustified,” added the two-paged letter.

The letter also stressed that should malaysiakini fail to provide a satisfactory response to the demands, legal action will be taken.

Malaysiakini to fight the lawsuit

Malaysiakini editor-in-chief Steven Gan said the online news website intends to fight the law suit.

“Over the past seven years, we have published numerous reports on corruption. Malaysiakini is not in the business of apologising every time we report on such scandals. As journalists, we have a duty to report on such matters, which are of public interest,” he added.

Prime Minister Abdullah Ahmad Badawi had last Thursday said that the ACA could investigate the allegations if a report is lodged.

However, Gan said ACA need not wait for a report to be filed to launch a probe on the matter.

“In any case, now that reports have been lodged, there’s no excuse for ACA not to open an investigation on Taib," he added.

According to Gan, the law suit was aimed at muzzling malaysiakini.

“If by filing the law suit, Taib hopes to intimidate us, he is dead wrong. When we go to court, we have a long list of witnesses whom we plan to call - starting with the ACA and Japan’s tax authorities,” he said. “This could turn out to be the mother of all court battles.”

PUTRAJAYA (April 17, 2007): The DAP today lodged a complaint with the Election Commission, alleging that some voters in the recent Machap by-election were bribed.

Ng Wei Aik, political secretary to DAP secretary-general Lim Guan Eng, handed over the complaint report to EC chairman Tan Sri Abdul Rashid Abdul Rahman, substantiating it with photographs and a video-recording.

The party will also lodge a report with the Anti-Corruption Agency this week.

In a six-point statement, DAP alleged the Barisan Nasional candidate for Machap, Lai Meng Chong, and election workers had breached election laws during the campaign and polling on April 12.

The specific complaints are:

  • On April 12 at 12.30am, voters had gathered at an vacant house near SJK (C) Khaik Yew, Tebong, and were given between RM50 and RM200 each. A police report was lodged the next day.
  • Those who attended a karaoke session organised by the MCA were given RM20 each.
  • Lobbying for votes less than 50m from the polling area. Section 26 (1) of the Election Offences Act 1954 says those wanting to lobby for votes should be 50m or more from the polling station.

Photos of BN and MCA leaders, including ministers, involved in the lobbying were handed over to EC to substantiate this complaint.

  • BN allegedly spent more than RM100,000 on the by-election. Section 19 (1) of the Election Offences Act 1954 states that a candidate or his agent cannot spend more than RM100,000 for a state assembly seat.
  • The fight during nomination day between a BN component party and DAP members and threats made against reporters who were on duty,
  • BN candidate Lai had gone to Machap Baru on April 4 and promised a Malacca government allocation of RM6,000 to RM13,000 for five units of houses.

Abdul Rashid was not available for comments.

However, he had earlier reportedly said development promises by ministers to voters during an election could not be construed as vote-buying.

He had also said vote-buying was not the EC's problem, and that it was for the ACA to investigate.

In the Machap by-election, BN's Lai beat DAP's Liou Chen Kuang by a majority of 4,081 votes.

The Coalition for Clean and Fair Election (Bersih) today told a press conference they opposed Abdul Rashid's statement that pledges do not tantamount to vote-buying.

Its representatives, PAS Central Committee member Dr Syed Azman Syed Ahmad and Parti Keadilan Rakyat vice-president R. Sivarasa and DAP stalwarts Teresa Kok and Liew Chin Tong, described Abdul Rashid's statement as irresponsible.

"The chairman should re-examine his position as this shows that the EC is not transparent, and it makes fools of the people instead of fulfilling the public's demand for fair and clean elections," said Syed Azman. sun2surf

Abdul Taib To Take Legal Action Over Corruption Allegation

KUCHING, April 13 (Bernama) -- Sarawak Chief Minister Tan Sri Abdul Taib Mahmud has threatened to take legal action over newsreports linking him to RM32 million in logging kickbacks in Japan.

His press secretary, Amin Sahmat, in a one-paragraph statement faxed to the media here today, said Taib had instructed his solicitors to initiate legal action to clear his name in reference to reports in the Japanese and local newspapers alleging that the chief minister was involved in corrupt practices.

Yesterday Prime Minister Datuk Seri Abdullah Ahmad Badawi was quoted as saying that he was leaving it to the Anti-Corruption Agency (ACA) to investigate a report of RM32 million in logging kickbacks implicating Taib.

He said he had not received any report on the matter so far and no proper report had been lodged by any party for an investigation to be carried out.

Abdullah was asked to comment on a newsreport in Japan Times which claimed that Japanese shipping companies paid RM32 million to a Hong Kong agent allegedly linked to Abdul Taib.

Meanwhile, 20 Sarawak Parti Keadilan Rakyat members led by its liaison chairman, Wan Zainal Abidin Wan Senusi, lodged reports with the ACA and the police today over the allegations.

He told Bernama that the action was in response to Abdullah's comment yesterday that no report had been lodged by any party for an investigation to be carried out.

PETALING JAYA, April 6, 2007 (sun2surf) - Sarawak Chief Minister Tan Sri Taib Mahmud has been implicated in a 1.1 billion yen (RM32 million) timber export kickbacks by a Japan Times report last week.

Parliamentary Opposition Leader Lim Kit Siang said this is "the latest instance of more and more adverse international reports about corruption in Malaysia, including the adverse rankings given to the country by the corruption surveys of the Transparency International and the Political and Economic Risks Consultancy (PERC)".

"These warrant urgent action by Prime Minister Datuk Seri Abdullah Ahmad Badawi to salvage his reform agenda and pledge, particularly to make anti-corruption campaign the top priority of his administration," he said in a statement today.

Lim has written an urgent letter asking Abdullah to personally reply in Parliament on Monday (April 9) in the winding-up on the Royal Address debates on high-profile corruption allegations under his administration.

According to the report, quoting sources, nine Japanese shipping companies which transport lumber from Sarawak have allegedly failed to report some 1.1 billion yen of income in total during a period of up to seven years through last March.

It was alleged that the money constituted kickbacks to Sarawak officials via a Hongkong agent which was connected to Taib and his family.

Lim said he had reminded Abdullah of his pledge when he became Prime Minister in 2003 to make anti-corruption his top agenda, his proclamation of "zero tolerance for corruption" and his declaration to "walk the talk" after his first 100 days in service.

"Malaysia is today faced with the worst crisis of national integrity in the 40-year history of the Anti-Corruption Agency (ACA) and 50-year history of the nation with a spate of serious corruption allegations reaching the highest levels of government," he added.

The allegations included questions about integrity affecting Abdullah and his family; integrity involving Deputy Prime Minister Datuk Seri Najib Abdul Razak in defecse contracts such as those concerning the Sukhoi jets from Russia and submarines from France; and the serious allegations againts former ACA director-general Datuk Seri Zulkipli Mat Noor and Deputy Internal Security Minister Datuk Mohd Johari Baharum.

"I urge the Prime Minister to come personally to Parliament on Monday not only to respond to the various allegations but to give satisfactory assurance to the Parliament and the nation that he had not abandoned his anti-corruption pledge and agenda," Lim stressed.

KUALA LUMPUR (April 4, 2007): Acknow-ledging several shortcomings in the prosecution of cases in court, including some high-profile ones, the prime minister said today a number of steps are being taken to rectify them.

Datuk Seri Abdullah Ahmad Badawi, who is also the internal security minister, said the shortcomings included:

* weaknesses in case investigations which involved testimony collection methods and acceptable evidence;

* problems with regards to the main witnesses who had either disappeared or could not be traced; and

* lack of experienced legal prosecution officers.

In a written reply to Karpal Singh (DAP-Bukit Gelugor) in the Dewan Rakyat, Abdullah said the government had taken a number of steps, which included:

* establishing a task force in the Attorney-General's Chambers, made up of senior and experienced officers in the field of prosecution;

"The move would enable the deputy public prosecutors (DPPs) to be involved in their respective cases in the initial stages so that prosecution could be undertaken effectively," he said.

* continued comprehensive training for DPPs locally and abroad to enhance their skills in fields such as DNA analysis, drugs, autopsy, violence, cross border crime, commercial crime, and encouraging them to take up masters study in such areas;

* plans to hold virtual training with the United Kingdom's Crown Prosecution service to enhance legal experience and skill;

In addition, cooperation is also being forged with the University of Nottingham Trent, United Kingdom, and University Wollongong, Australia, for the same purpose.

* improving the quality of case investigation by the police force, through courses and training in relation to cases involving commercial crime, sexual and cyber offences, forensic training as well as on-the-spot investigations.

Abdullah also said lower-ranked police personnel were being given basic investigative training to increase their effectiveness.

On another matter, he said that last year, the High Court tried 325 criminal cases, with the prosecution successfully obtaining conviction and punishment for 241 or 74.1% of the cases. At the sessions courts level, of the 896 cases filed, the prosecution won conviction and punishment for 644 or 86.1% of the cases. sun2surf

PM: Siasatan pengarah BPR tidak diumumkan

KUALA LUMPUR, Mac 2 - (Bernama) - Ketua Pengarah baru Badan Pencegah Rasuah (BPR) akan diumumkan tidak lama lagi, kata Perdana Menteri Datuk Seri Abdullah Ahmad Badawi hari ini.

Timbalan Ketua Pengarah BPR akan memangku jawatan ketua pengarah itu buat sementara waktu, katanya kepada pemberita selepas merasmikan persidangan Ketua-ketua Perwakilan Malaysia di sini.

Agensi itu mempunyai dua timbalan ketua pengarah -- Datuk Ahmad Said Hamdan sebagai Timbalan Ketua Pengarah I sementara Datuk Zakaria Jaffar merupakan Timbalan Ketua Pengarah II.

Abdullah ditanya mengenai siapa yang akan dilantik ketua pengarah BPR yang baru berikutan keputusan kerajaan untuk tidak memperbaharui kontrak Datuk Seri Zulkipli Mat Noor yang tamat pada 31 Mac lepas.

Mengenai penyiasatan dakwaan rasuah dan salah guna kuasa terhadap Zulkipli, Abdullah berkata: "Kertas siasatan tidak akan didedahkan."

Pada Selasa lepas, polis menubuhkan sebuah pasukan khas menyiasat dakwaan terhadap kes rasuah dan salah guna kuasa oleh Zulkipli, yang dianggotai 10 pegawai polis Bukit Aman dan Ibu Pejabat Polis Kontinjen Kuala Lumpur.

Pasukan itu telahpun mengambil keterangan daripada 21 saksi berhubung kes itu.

Pada tahun lepas bekas pengarah BPR Sabah Mohamad Ramli Abdul Manan membuat laporan polis mendakwa Zulkipli mengamalkan rasuah, memiliki harta dan aset secara tidak sah serta tidak sepadan dengan sumber pendapatannya.

Zulkipli: PM yakin kepada saya

KUALA LUMPUR, Mac 31 - "Saya terima keputusan penamatan kontrak selaku Ketua Pengarah Badan Pencegah Rasuah (BPR) dengan hati yang terbuka. Saya sudah melaksanakan tanggungjawab selaku Ketua Pengarah BPR at my level best".

Itu komen Datuk Seri Zulkipli Mat Noor ketika ditanya mengenai pengumuman penamatan kontraknya sebagai Ketua Pengarah badan itu oleh Pejabat Perdana Menteri semalam.

Zulkipli berkata kepercayaan yang diberikan oleh Perdana Menteri Datuk Seri Abdullah Ahmad Badawi ketika melanjutkan kontraknya selaku Ketua Pengarah BPR merupakan penghargaan tertinggi bagi diri beliau.

"Pelantikan pinjaman saya selaku Ketua Pengarah BPR selama tiga kali jelas menunjukkan keyakinan PM terhadap saya. Saya amat berterima kasih kepada beliau.

"Dengan tamatnya kontrak ini, ia akan memberi ruang kepada calon-calon lain untuk menerajui BPR dengan lebih efektif. My advice (to successor) is to work as a team always (Nasihat saya (kepada pengganti) ialah sentiasa bekerja sebagai satu pasukan)," katanya ketika dihubungi Bernama di sini hari ini.

Zulkipli, 57, yang mempunyai ijazah Sains Politik dan Ekonomi Perbandingan dari Universiti Kansas Amerika Syarikat serta Ijazah Sarjana dalam bidang Hubungan Antarabangsa dan Kajian Strategik dari Universiti Lancaster, United Kingdom, menyertai Polis Diraja Malaysia di penghujung tahun 1960-an, sebagai pegawai di Bahagian Cawangan Khas hingga menjawat jawatan Ketua Unit itu.

Beliau juga pernah berkhidmat sebagai Ketua Polis Johor selama setahun pada 1996 dan kemudian dilantik sebagai Pesuruhjaya Polis Sarawak pada 2000.

Beliau mula dilantik secara pinjaman sebagai Ketua Pengarah BPR mulai 1 April 2001 hingga 31 Mac 2003.

Pelantikan pinjaman beliau dilanjutkan sebanyak tiga kali iaitu dari 1 April 2003 hingga 31 Mac 2004, dari 1 April 2004 hingga 31 Mac 2005, dan dari 1 April 2005 hingga 19 Julai 2005 apabila beliau bersara wajib.

Seterusnya perkhidmatan beliau sebagai Ketua Pengarah BPR dilanjutkan secara kontrak dari 20 Julai 2005 hingga 19 Julai 2006, dan dari 20 Julai 2006 hingga hari ini, 31 Mac 2007.

Ditanya sama ada penamatan kontrak selaku Ketua Pengarah BPR itu mempunyai kaitan dengan siasatan terhadap dakwaan salahguna kuasa dan rasuah ke atasnya beliau berkata: "Tiada kena mengena langsung. Siasatan telahpun berjalan sebelum kontrak tamat, so please don't speculate anything...saya sentiasa beri kerjasama sepenuhnya kepada polis".

Dalam perkembangan terbaru mengenai siasatan terhadap Zulkipli, polis semalam mengesahkan sudah mula merakam percakapan dan merekodkan kenyataan beliau Rabu lepas bagi membantu siasatan terhadap dakwaan rasuah dan salah guna kuasa dan sehingga ini telah mengambil keterangan daripada 21 saksi.

Bekas pengarah BPR Sabah, Mohamad Ramli Abdul Manan tahun lepas membuat beberapa dakwaan terhadap Zulkipli termasuk mengamalkan rasuah, memiliki harta dan aset secara tidak sah.

Dakwaan itu termasuk kononnya Ketua Pengarah BPR itu memiliki beberapa kepentingan dalam pelbagai perniagaan dan hartanah termasuk memiliki enam buah rumah di Pagoh, Johor yang tidak sepadan dengan sumber pendapatan serta menyalahgunakan kenderaan kerajaan, mendapat perhatian polis serta pejabat Peguam Negara.

"Kini saya boleh berehat dan menumpukan perhatian kepada perkara lain, terutamanya keluarga.

"Saya tidak mungkin dapat menjalankan tugas saya selaku Ketua Pengarah BPR, tanpa persefahaman dan kerjasama daripada pegawaipegawai saya.

"Saya akan beritahu media jika ada (majlis) perpisahan untuk saya, jangan risau," kata beliau. mStarOnline

Jawatankuasa khas Parlimen tolak rayuan Ramli

KUALA LUMPUR, Mac 27 - Bekas pengarah Badan Pencegah Rasuah, Mohd Ramli Manan yang membuat berbagai-bagai tuduhan terhadap Ketua Pengarah badan itu Datuk Seri Zulkipli Mat Noor tidak akan dipanggil untuk memberi keterangan di hadapan Jawatankuasa Pilihan Khas Parlimen Mengenai Integriti.

Pengerusi jawatankuasa itu Tan Sri Bernard Dompok berkata keputusan itu adalah muktamad dan ia mendapat sokongan sebulat suara ahli jawatankuasa.

Jawatankuasa itu yang bersidang selama hampir dua jam di Bangunan Parlimen hari ini dianggotai oleh 12 ahli parlimen termasuk daripada parti-parti pembangkang.

Selain Dompok, anggota lain adalah ketua pembangkang Lim Kit Siang, Edmund Chong (BN-Batu Sapi), Datuk Abdul Halim Abdul Rahman (Pas-Pengkalan Chepa), S.K. Devamany (BN-Cameron Highlands), Datuk Dr Wan Hashim Wan Teh (BN-Gerik), Teng Boon Soon (BN-Tebrau), Rosnah Abdul Rashid (BN-Papar), Eric Majimbun (BN-Sepanggar), Datuk Richard Riot (BN-Serian), Tan Lian Hoe (BN-Bukit Gantang) and Dr James Dawos Mamit (BN-Mambong).

Bercakap dengan pemberita selepas mempengerusikan mesyuarat itu, Dompok berkata rayuan daripada Ramli untuk memberi keterangan di hadapan jawatankuasa itu telah dibincangkan panjang lebar oleh anggota-anggota yang hadir dan mereka sebulat suara berpendapat ia tidak perlu.

“Ini adalah keputusan majoriti. Kita rasa tidak ada keperluan untuk mengubah keputusan kita sebelum ini. Lagipun kita ada banyak kes lain,” katanya.

Jawatankuasa itu sebelum ini telahpun mengambil keputusan untuk tidak memanggil Ramli dan Zulkifli untuk memberi keterangan, tetapi peguam mewakili Ramli membuat rayuan agar keputusan itu dikaji semula.

Ramli yang juga bekas pengarah BPR Sabah, pada akhir tahun lalu telah menulis satu laporan mendakwa bahawa Zulkif terlibat dengan beberapa kes rasuah dan salah guna kuasa. Laporannya itu didedahkan kepada media bulan lalu.

Sementara itu, menurut satu sumber, anggota jawatankuasa itu mengambil keputusan menolak rayuan Ramli kerana ia dibuat oleh peguamnya dan tidak oleh beliau sendiri.

“Keputusan mungkin berbeza jika Ramli sendiri yang membuat rayuan. Apakah pelunya beliau menggunakan peguam untuk merayu bagi pihaknya di hadapan jawatankuasa ini,” soalnya. mStarOnline
